Depends on how old the car is and how much parts you need to buy. But I think the Volkswagen Bug would cost more to restore because its a newer model and the Bus Type 2 is older and the parts can be harder to get.
I would definetly say the type 2. Although if you just restored a Ghia you should already know the answer to this question, or atleast have a a good idea about parts prices and the labor.

a bug is cheaper, because its a smaller vehicle. but it really depends on the year.
the bug would be more expensive but the t2 may be hard to get some particular parts
